2022-2023 PDG Vicky Dulin

Lion Vicky Dulin joined the Blessing EFLM Lions Club in February 2013 after she and her mother moved from Houston to Palacios.  While in a restaurant in Blessing she asked how she could buy a raffle ticket for the quilt.  Lion Debbie Davant overheard her and said she could help her with that.  During the conversation she was invited to the next Lions Club meeting where she joined the club.

As a little girl she was always willing to help.  In the 5th grade as a Safety Patrol Officer, her job was to assist the blind students off the bus and into their room and seats until the teacher arrived.  That sparked a desire to help others.

After joining the Blessing EFLM Lions Club, Lion Vicky has been Club President for 2 years, Zone Chair for 2 years, and Trustee and Secretary for the Texas Lions Museum for 3 years.  She has attended 4 State Conventions, 5 District Conventions, and numerous Cabinet Meetings.  She also has attended 2 Lions Leadership Forums in Austin and attended Advanced Lions Leadership Institute (ALLI) in Atlanta, Georgia.  She attended the USA/Canada Forum in Des Moines, Iowa and a virtual International Convention.  Lion Vicky transferred to the Palacios Lions Club in August 2021 to better serve her community and district.  She has received from her PDG an Appreciation Award for her service.  She also has a Life Membership to the Texas Lions Museum and received an Eye Bank Angel from the Palacios Lions Club.

Lion Vicky was honored when she was asked if she would like to step up to 2nd Vice District Governor by PDG Roberta Brieden.   Lion Vicky just returned from the International Convention in Montreal, Canada where she was installed as District Governor for District 2 S-4. Lion Vicky now looks forward to serving her District 2 S-4 as District Governor any way she can.

2021-2022 PDG Vivian Janysek

SHE JOINED THE KARNES CITY LIONS CLUB AND IS A CHARTER MEMBER SINCE 2015. SHE HAS HELD THE OFFICE OF PRESIDENT, VICE PRESIDENT, SECRETARY, TREASURER, LCIF COORDINATOR, ZONE CHAIR, 2ND AND 1ST VICE DISTRICT GOVERNOR AND DISTRICT GOVERNOR OF DISTRICT 2S-4 FOR 2021-2022. 

SHE HAS PARTICIPATED WITH HER MEMBERS IN MANY SERVICE ACTIVITIES SUCH AS 5 K RUNS FOR DIABETES AND CANCER, PLANTING CREPE MYTLES TREES DOWNTOWN KARNES CITY, FAN AND CLOTHING DRIVES, EYEGLASS COLLECTION, JUST TO NAME A FEW.

PAST DISTRICT GOVERNOR VIVIAN HAS ATTENDED MANY CABINET MEETINGS, DISTRICT AND STATE CONVENTIONS.  SHE HAS PARTICIPATED IN NUMEROUS TRAINING SEMINARS SUCH AS THE TEXAS LIONS LEADERSHIP FORUM IN AUSTIN, TEXAS AND USA/CANADA FORUM IN DES MOINES, IA.  SHE SERVED ON THE COUNCIL OF GOVERNORS WITH 15 OTHER COUNCIL OF GOVERNORS AND HELD THE OFFICE OF TREASURER.   VIVIAN IS A FIRM SUPPORTER OF THE TEXAS LIONS CAMP IN KERRVILLE, TX.

LIONISM IS VERY DEAR TO HER HEART.  SHE WANTS THE CLUBS IN DISTRICT 2-S4 TO PROSPER IN MEMBERSHIP, LEADERSHIP, SERVICE TO THEIR COMMUNITY AND BE A FAMILY THAT COMMUNICATES AND STAYS TOGETHER. SHE WANTS DISTRICT 2S4 TO BE #1.

VIVIAN HAS THREE SONS, TIM (Jana), JERRETT (Chara) and Nick (Kacy). SHE HAS EIGHT GRANDCHILDREN AND THREE GREAT GRANDSONS.   SHE IS A CERTIFIED TEXAS MASTER FLORIST.  SHE HAS BEEN IN THE BUSINES FOR FIFTY YEARS.  PRESENTLY HER GRANDDAUGHTER OPERATES THE BUSINESS.  SHE HAS SERVED ON THE KARNES CITY ISD BOARD, CHAMBER OF COMMERCE, CHURCH ORGANIST AND RELIGION TEACHER.  SHE WAS ELECTED WOMAN OF THE YEAR.

VIVIAN HAS BEEN IN THE PUBLIC EYE FOR MANY YEARS.  HER GOAL WAS TO TRAVEL TO ALL 67 CLUBS AND MEET ALL THE MEMBERS IN PERSON. COMMUNICATION IS THE BEST MEDICINE TO LEADERSHIP AND GROWTH IN CLUBS.

2020-2021 PDG Billy Gray Jr.

Lion Billy Gray joined the Lake Jackson Lions Club in March of 1985.  He has since served in every club office – many of them more than once.  Lion Billy has served as zone chairman twice, Deputy District Governor (now called Region Chairman) once, Second Vice District Governor and as the district GST.

Lion Billy has attended two International Conventions, three State Conventions, three Texas Leadership Forums, Advanced Lions Leadership Institute (ALLI), 2 USA/Canada Forums and numerous district conventions of which he has participated in the planning and organization of one.  He with other Lions partnered with the Rotary to go into the mountains of Mexico to help the Guerrero Foundation restore eyesight and furnish glasses.  As second VDG he attended numerous zone meetings.  As GST he has reduced the number of clubs not reporting service hours.  Lion Billy has been awarded a Melvin Jones Fellowship.  He is also a life member of the Texas Lions Camp and is a Jack Wiech Fellow Award holder.  Lion Billy also has a Texas Lions Camp License Plate on his Jeep, “Nellybelle”.

Lion Billy has been married to his partner in service, Lion Nancy, for 31 years in October 2020.  They met at the Lions International convention in Denver Colorado in 1988.  They have two grown children and three grandchildren.  Lion Billy recently retired from Dow Chemical after 42 years of service.

2019-2020 PDG Roberta Brieden

Roberta Brieden and her husband, EJ, a retired Alcoa employee, have three grown children and seven grandchildren.  Roberta served as District Governor of Lions Club International for the year of 2019-2020.  She is a member of the Palacios Lions Club.  Roberta enjoys traveling and has experienced Spain, Ireland, Japan, Italy and Alaska.  

Her philosophy: “Meeting new people is a fun way to enjoy the world and enjoy God’s creation.”

2018-2019 PDG Debbie Deleon Davant

Lion Debbie has been a charter member of the Blessing EFLM Lions Club since November of 2012. During her 5 plus years she served as Charter President for 2 years, Zone 7 Chairperson, and 3rd term President. Lion Debbie is a certified Vision Screener in the State of Texas, a Texas Lions Camp (TLC) Century Club Member, holder of a TLC brick,

Life Member of TLC, and a TLC license plate holder. Lion Debbie has received such awards as a 3-time 100% President’s award, and a Jack Wiech Fellow award.

Lion Debbie has served on the 2-S4 District Cabinet since 2014, as 1st Vice District Governor, 2nd Vice District Governor, Zone 7 Chairperson, and as Lions Eye Bank of Texas 1st Vice District Governor Trustee.

Lion Debbie has attended numerous Cabinet and Zone Meetings, 6 District Conventions, 1 International Convention in Canada, 3 Texas Leadership Forums, a USA/Canada Forum in Omaha, NE, and is a graduate of Advanced Lions Leadership Institute (ALLI)-Houston, TX.

Lion Debbie is a member of the Episcopal Church and has been married to her partner in service Lion Bill for 38 years, having 3 wonderful adult children (twin daughters, and 1 son), 9 grandchildren, 2 great grandchildren, and 6 furbabies.

2017-2018 PDG Jerry Gilbert

Lion Jerry has been a member of the Manvel-Iowa Colony Lions Club since June of 1992. During his 28 plus years, he’s served in all offices of the club, including 6 terms as President. He’s received a 100% President’s Award, is a Melvin Jones Fellow and a Texas Lions Camp Life Member.

Lion Jerry has served the District 2-S4 Cabinet since 1995.  During this time he’s served as District Governor, 1st Vice District Governor, 2nd Vice District Governor , Zone Chairperson, Public Relations & Lions Information Chairperson, Information Technology Chairperson, Lion Tamer, District Webmaster since 2000 and Youth Exchange Chairperson East.

Lion Jerry has attended numerous District Conventions and Cabinet meetings, seven State Conventions, three International Convention, three USA/Canada Forum and an Advance Lions Leadership Institute (ALLI).

Lion Jerry is married to his best friend, Lion Leiloni. They have two adult children, one son-n-law and four dogs.

2016-2017 PDG Malaki Gore

Lion Malaki H. Gore is a charter member of Victoria Downtown Lions Club as of September 17, 2013. She has been a lion for 22 years previously as a charter member of Nederland Professional Lions Club in District 2S-1 for 21 years.

Lion Malaki H. Gore resides in Victoria, Texas suburb Goliad County and is blessed with partner-in-life, Johnny and with God’s gifts of three daughters; Mandie, Sabrina, and Jessica; one grandson and three granddaughters. She owns Professional Underwriters, Inc. and has been an insurance agent for 35 years.

Lion Malaki was a charter member (February 1992) in the Nederland Professional Lions Club; Nederland, TX and continues as an associate member. Served as Director, 2nd Vice-President, 1st Vice-President, and President three (3) years. Has served as Membership Director and Secretary three (3) terms. Chaired; Fund Raisers, Budget, Community Projects, Heritage Festival, Audit, Public Relations/Media, Sweetheart Committee, Eyeglass Recycling, White Cane, Programs, Nominations, Banquet & Socials, Contacts, Awards, Peace Poster, Membership, New Projects, and Constitution & By Laws. Chartered with Victoria Downtown Lions Club September 17, 2013, currently secretary. Active in community service. Pledges continuous participation and leadership.

Lion Malaki served 2S-1 as Zone 4-B Chair two (2) terms, District Convention Chair 2003 and 2008, Membership Training and Leadership Training.

Lion Malaki is recipient of Melvin Jones Fellowship 2000, Jack Weich Fellowship 2004, Texas Lions Camp Life Membership 2005, Texas Lions Camp Century Club Member 10 years, Lions Eye Bank of Texas-Eye Bank Angel 2007, Lions Eye Bank of Texas Life Member 2011, Texas Lions Foundation Fellowship 2003. Has an International 20 Year Monarch Chevron, has District 2S-1 100% Secretary’s Award and a 100% President’s Award. Has attended seventeen (17) District 2S-1 Conventions, One (1) District 2S-4 Convention, One (1) USA/Canada Lions Leadership Forum 2003 and One (1) International Convention – Toronto 2014.

2015-2016 PDG Billie Rae Gillas

Lion Billie Rae Gillas holds a Bachelor of Science in Psychology and a Master of Science in Organization and Leadership.

Both Lions Gillas joined the Girdwood –Turnagain Arm Lions club in District 49A (Alaska) in 1994.

During her 4 years with the club served as director, treasurer; and as Co-Chair for the Forest Fair Beer Garden fundraiser.

After a break to begin raising a family, and a move across the country, Lion Gillas joined the Galveston Lions Club in 2005; has served her local club by instituting a website, been honored by the club as Lion of the year and served as Co-Chair of the Oyster Roast fundraiser. Lion Gillas has also served the Galveston club on its board of directors 2006-present, as Tail Twister, Treasurer, 1st and 2nd Vice President as well as President.

Lion Gillas has received the 100% President award, served as the 2S4 Lions World Services for the Blind Chair East, Co-Editor of the Lions Tale newsletter, Zone One Chair– which encompassed 14 clubs by the end of 2012-2013, both First and Second Vice District Governor and District Governor for 2015-2016.  Lion Gillas attended numerous Canada USA Forums, Texas Leadership Forums in Austin, the Advanced Lions Leadership Institute as well as the Faculty Development Leadership Institute. Subsequently, Lion Gillas served District 2S4 on the Global Leadership committee. She is currently a member of the District Audit Committee.

Lion Billie Rae upholds the principles of Lionism, is a Melvin Jones Fellow, Texas Lions Camp Jack Wiech Fellow, Texas Lions Camp Life Member, Texas Eye Bank Life Member, and has an Endowment Brick at the Texas Lions Camp. Billie Rae has also been presented with two Lions International President’s Medals and Certificate of Appreciation.

From 2006 to present, Lion Gillas serves her community for free for fun through the AARP/IRS TaxAide program as a certified, volunteer tax preparer. Experienced in handwork, Lion Gillas knits new beautiful sweaters for Wool-Aid serving children in cold climes across the globe. Classical piano is her hidden talent.

Lion Joe Gillas is also a Melvin Jones and Jack Wiech Fellow. He is a service Lion. As a ship captain, Lion Joe is often away from home for long periods. Lion Joe is not a figment of Billie Rae’s imagination! The tiny parents Gillas have two giant, adult children.  Kara - was a charter member and former President of the Ball High School Leo Club. Hunter Carswell joined the family in 2015. Both are gifted musicians.

2014-2015 PDG Mitch Thames

Lion Mitch has been a member of the Bay City Lions Club since 2005 and has served in his club as assistant Tail Twister, Tail Twister, Vice Presidents and President.

He has served as Rice Festival Chairman, Flag Chairman, Sponsorship Chairman, and Newsletter Chairman.

Lion Mitch Thames has a Melvin Jones Fellow and a Jack Wiech, he is a Life Member and a Century Club member in the Texas Lion Camp, he has an endowment Brick from the Camp, and he has a Lions Eye Bank Angel and a Lions International President’s appreciation certificate.

He has also served District 2S4 as Spokesperson for World Services for the Blind West, District Secretary, District Treasurer, 1st and 2nd Vice District Governor.

Lion Mitch Thames is currently serving as the District 2S4 District Governor. He and his wife Lion Carolyn have 3 grown children, and three granddaughters.

2013-2014 PDG Ronnie Martin

Ronnie W. Martin of Angleton, Texas is a member of the Freeport Host Lions Club. He has held many offices within his club, including President (two terms), 2nd VP, 1st VP, Co-Chairman of Fishin’ Fiesta for 2 years, and Chairman of Fishin’ Fiesta for 2 years.  On the district level, he has served as Zone 4 chairman.  

Additionally, he has been a board member for the Brazoria County Fair Association, and is a past member of the board of directors for the Brazoria County Military Moms and Wives, and is the President of Hospice Care Team board of directors for Brazoria, Galveston, and southern Matagorda counties. 

He is a Progressive Melvin Jones Fellow, a Jack Wiech Fellow, and is an Endowment Gold Leaf and Silver Leaf Holder, a lifetime member of the Texas Lions Camp, a Century Club member, has a brick at the Lions camp, awarded an Angel at the Texas Lions Eye bank in Houston, is a Certified Guiding Lion, has received the 100% President award, Lion of the Year 2009-2010 and he was also awarded an International President’s Medal, one of the highest honors bestowed upon association members, has five International Presidents Certificates of Appreciation, attended six District 2-S4 conventions and attended four US/Canadian forums.  

He has personally sponsored over 130 members and has been a part of starting fourteen new clubs in this district and three in other districts. Under his term as president of the Freeport Host Lions club, the club was recognized as the #1 growth club in all of North America and was awarded the Lions Clubs International Flag set, one of only twenty-one awarded worldwide.

PDG Julie A. Dentler has been married to Past District Governor Charles E. Dentler since August 15, 1970.  They have one daughter, one son, one grandson, and two granddaughters.

She became a Lion on September 1, 1980 and was District 2-S4’s Governor during 2010-2011.  PDG Julie is a member of the Goliad Lions Club.

2009-2010 PDG William Roe

2008-2009 PDG Howard Clayton

PDG Howard was born in Cleveland, Ohio on October 1, 1944 and his home club is the Texas City Noon Lions Club. He’s been a Lion since 1986, and has been elected President of his club 3 times and served in all other offices within his home club at least once.

PDG Howard was elected District Governor in 2008, having served as Vice District Governor, Region Chair, Zone Chair (2 terms) and Top 5% Campaign Sight First Coordinator. He was installed as President of Lions Eye Bank of Texas (2013-2014), serves as an Executive Board Member of Lions Foundation for Sight, an Advisory Board Member of Central Texas Lions KidSight Vision Foundation, and also serves as long-term Secretary/Treasurer for his home club. For his year as District Governor, PDG Howard was honored with the International President’s Leadership Award (3rd highest award in Lionism), the International President’s District Family Growth Award and the International President’s District Governor Extension Award. He had previously been given a Melvin Jones Fellowship award. State and District awards and honors include the Texas Lions Camp Progressive Jack Wiech, as well as long-term membership in the TLC Century Club. PDG Howard has a Texas Lions Camp Endowment Brick and a Gold Leaf. He joined the 5-year TLC Endowment Fund program, and serves on the Constitution and Bylaws Committee for the Camp. He is a Texas Lions Foundation Fellow, was awarded the Texas Lions Foundation Ed Flood award, and is a multiple-hole Harry Wickersham Golf sponsor. His life memberships include Texas Lions Camp, Lions Eye Bank of Texas and Leader Dogs for the Blind. He has also been awarded an Eye Bank Angel award from the Lions Eye Bank of Texas. He was trained as a Certified Guiding Lion, and served on the Lions Leadership training committee for three years. He was awarded the Hurricane Ike Hero Medal (one of 17 awarded worldwide) for service above and beyond during Hurricane Ike in 2008.

PDG Howard enlisted and served on active duty in the US Navy from June 1963 through November 1971 and was awarded two honorable discharges after multiple tours in the combat zone in Vietnam waters aboard 4 separate ships.  Prior to deployments, he graduated from the USN Great Lakes Training Center as Machinist’s Mate Fireman Apprentice and then was assigned to the Navy Nuclear Power School at Mare Island, Vallejo, California where he graduated from the Augmented engineering course. He was then assigned to the US National Reactor Testing Station in Scoville, Idaho for surface ship nuclear prototype training, and graduated there with a license from the AEC (now known as NRC) as a nuclear power plant operator. Between overseas deployments he was trained at the USN Air Conditioning and Refrigeration school where he graduated as honor man of his class. He attained the rank of 1st Class Petty Officer (E-6) during his second enlistment. He married while on active military duty, and returned to civilian life to work his way through college with the assistance of GI Bill benefits, obtaining an AS degree from Seminole (Oklahoma) Junior College and a Bachelor’s degree in Mechanical Engineering from Oklahoma State University. He then worked for Amoco Corporation at the Texas City Refinery until retirement as a Senior Process Hazards Management Engineer.

PDG Howard is widowed from his wife of 36 years, Lion Bonnie Clayton, and has 3 children, 9 grandchildren and 2 great-grandchildren. In retirement, he has been very active in his local church (Aldersgate United Methodist) where he served 5 years as Parish Council Chair. He currently teaches Sunday School to the senior age parishioners and serves in various other capacities as needed by the church.

PDG Vic Morgan

R. Vic Morgan became the tenth President of Sul Ross State University on September 1, 1990, by appointment of the Board of Regents, Texas State University System.  He is the first president of the University to come from the ranks of the academic faculty and the second to be appointed from within the University.  

He brings to the position extensive experience in the academic, student life, recruiting, and administrative areas of the University. He retired in August, 2009.

He became President of the University of Houston-Victoria in April of 2014 and continued to serve in that capacity until his retirement in August of 2019. In addition, he has taught Mathematics at the University of Missouri, Southern Methodist University and Sul Ross State University.

Vic Morgan is active in community service.  He was a member of the Alpine Lions Club, from 1975 to 2015 when he transferred his membership to the Victoria Lions Club. He served as District Governor for District 2T3 for 2013-2014 Lions year. He grew up in a lion family in Bangs Texas where his father was a Charter Member of the Bangs Lions Club. He has been a Lion since 1975 and was president in 1979-1980 and 2009-2010, Lion of the Year in 1979-1980 and 1982-1983.  He served as District 2T3 Zone Chairman in 1980-1981 and Deputy District Governor in 1981-1982. He was the Keynote speaker at the inaugural Lions Leadership Forum in Austin in 2001. He participated in the Senior Lions Leadership Institute in 2011 and several Texas Lions Forums. He participated in the USA Canada Forum in 2012. He was a member of the Alpine Chamber of Commerce from 1979 until 2014, serving on its Alpine Action Committee in 1987.  In 1987 he was appointed to the Brewster Memorial Hospital Committee for Marketing and Image Enhancement.  He was active in both the Alpine Baseball League and the Alpine Soccer League.  He has been District Chairman, Buffalo Trail Council, Boy Scouts of America.  In 1997, he was appointed to the Board of Directors of Texas Rural Communities, Inc.  He was married to Mary Jane (deceased) and they have two sons Jason, (deceased) and Jeremy, 46.  He is a member of the Church of Christ.
