District Governor Madeline Birdsong

Lion Madeline Birdsong became a Lion in December 2009 as a member of the Freeport Host Lions Club. Transferring as she moved about with her family, she belonged to Brazosport Breakfast Lions Club, Galveston West End Lions Club, and finally Galveston West Beach Lions Club. During those years, Lion Madeline served as Club Vice President, Club President, District Leo Chair East, District Leo Chair, Zone 1 Chair, Membership Chair, Second and First Vice District Governor.

Lion Madeline is a middle school teacher of students with reading challenges. She has 4 children and 3 grandchildren.

Being a Lion is a very satisfying way to serve the community, both locally and beyond.

First Vice District Governor Devin Lemon

Lion Devin joined the Sweeny Lions Club in 2009 when several members approached him after the passing of his father the late Lion Thomas Lemon Jr., who was a lifetime member of their Club. Since joining, he has held several positions including club president, vice president, club director, club secretary, district zone chair, district alert chair, alone with several other district chair positions. He actively attends club, zone, and district meetings, has attended international conventions, and is a graduate of Advanced Lions Leadership Institute (ALLI) in Calgary Canada. He has completed all the required coursework for his lion’s bachelor’s and will graduate upon attending the next USA/Canada Lions Leadership Forum.  In recognition of his service, he has received numerous awards and has been recognized numerous times by his club and district including: 100% President, 100% Secretary, 100% Zone Chair and the International Presidential Service Award. He is a Life Member of the Texas Lions Camp, a Century Club member, and continues to be active in his church, community, and enjoys spending time with his family. He is married to his partner in service Lion Asheria Lemon; and they have four sons Caleb, Cayden, A’darius, Jordan and one granddaughter Kaliyah. He believes “We” as Lions are truly changing the world through our motto; “We Serve”  

Second Vice District Governor Steven Johnson

 Lion Steven was born in Washington, DC and has been married to Elaine Oros Johnson for over 28 years. Steven retired from STPEGS. Since joining, he has held several positions including club president of Bay City Lions Club (1603) (2021/ 2022), zone 7 chairman (2022 / 2023), marketing and communications chairman (2021/2022), 2S-4 zone 7 chairman (2022/2023),  2nd Vice District Governor (2023-2024). Mr. Johnson has served his community with his public service as a two term city councilman for the City of Bay City, Post Board of Director for Matagorda County 100 Club, Matagorda County Sheriff's Office Citizens Academy and Post Board Member, Board Member of the Bay City Airport Zoning Board and the Palacios Airport Authority Committee, Public Information Officer for Matagorda County Emergency Operations Center. His hobbies include flying (Private Pilot), Amateur Radio Operator (General), and reading.

International First Vice President Fabricio Oliveira

Fabrício Oliveira of Catolé do Rocha, Paraiba, Brazil, was elected to serve as second vice president of Lions Clubs International at the association’s 104th International Convention, June 22 through June 28, 2022. Vice President Fabrício is a businessman, with a Post-Graduate Degree in Business Administration (MBA) from Fundação Getúlio Vargas (FGV), and a Degree in Administration.

A member of the Catolé do Rocha Lions Club since 1985, Vice President Fabrício has held many offices within the association, including club president, zone chairperson, region chairperson, district governor, council chairperson, and international director. Additionally, he has served as district LCIF chair, SightFirst committee chair, leadership development chair, multiple district DGE seminar coordinator and chair of the district Lions Foundation. Vice President Fabrício also served twice as District Governors-Elect Seminar group leader.

In recognition of his service to the association he has received numerous awards, including the 100% Club President Award, an Extension Award for organizing nine new Lions clubs, the District Governor Excellence Award, 19 International President’s Certificates of Appreciation, the Paradigm Award, nine Leadership Awards, 14 International President’s Awards, International Director Recognition Award and the Ambassador of Good Will Award, the highest honor the association to its members. He has also received a Key Award for helping induct thirty new Lions members, an Extension Certificate for sponsoring five new Leo clubs, Global Vision Medal for his SightFirst efforts and a LCIF Helping Hands Award. He is also a Progressive Melvin Jones Fellow. 

In addition to his Lions activities, Vice President Fabrício is active in numerous professional and community organizations. He previously served as the Secretary of Industry and Commerce of the State of Paraiba and an administration council chairperson of several companies, as director of the National Confederation of Shopkeepers, chair of the Federation of Shopkeepers of the State of Paraiba, chair of the Chamber of Shopkeepers of Catolé do Rocha and chair of Manoel Vitoriano de Freitas Foundation supporting institution of the Children’s Hospital Erninia Evangelista.Vice President Fabrício and his wife, Amariles, also a member of the Catolé do Rocha Lions Club and Melvin Jones Fellow, have three children and a granddaughter

International Second Vice President A.P. Singh

A. P. Singh, of Kolkata, India, was elected to serve as third vice president of Lions Clubs International at the association’s 104th International Convention, June 22 through June 28, 2022. Vice President Singh is a practicing chartered accountant and has family business interests in automobile dealerships.

A Lion since 1984 and a member of the Calcutta Vikas Lions Club, Vice President Singh has held many positions within the association, including district governor and council chairperson. He has served as GMT international coordinator for four years and as a member on a number of ad hoc board committees. He was chairperson for the 2017 DGE seminar in Chicago, USA, and has served as faculty at more than 50 ALLIs/RLLIs, RLLIs, FDIs and LCIP certification programs. He has also served as multi-national coordinator for Campaign SightFirst II, CA leader for Campaign 100, member of the LCIF Steering Committee and as chairperson of the National SightFirst Committee of India.

Vice President Singh has participated in and presented seminars at Area Forums in all constitutional areas. He was the co-chairperson of the Organizing Committee for the ISAAME Forum in Kolkata, India.

In recognition of his service to the association, Vice President Singh has received numerous awards, including multiple International President’s Awards, as well as the Ambassador of Good Will Award, the highest honor the association grants its members. He is a major gift donor for Campaign SightFirst II and Campaign 100, and a progressive Melvin Jones Fellow.

In addition to his Lions activities, Vice President Singh is accredited with the initiation of various service programs in collaboration with other trusts, foundations and corporate houses. He has worked on establishing a web-based Lions leadership development platform, a micro-finance program, and has organized multiple large-scale online events to keep Lions engaged. Vice President Singh has three children.
